	American energy research and development is unlikely to be
as seriously damaged by political decisions about scientific and
engineering facts as Soviet agricultural research was by Stalin's
support of the ideas of Trofim Denisovich Lysenko.  However,
engineers and scientists have already been corrupted by government
political bias into pursuing lines of research and demonstration
projects that they must know have no future.

	The replacement of a scientist by the politician Denis Hayes
as head of solar energy research is only a minor symptom.
